Why does nobody talk about clients who ghost after a detailed estimate?

I do wedding florals on the side and last March I spent 3 hours breaking down a full quote for a Quinceanera at the Albuquerque Convention Center. The bride loved it, said she'd get back to me within a week, and then nothing, not a single reply after 3 follow ups. It happens about 1 in 4 times now, but I've started charging a $50 nonrefundable consult fee just to filter out the time wasters. Has anyone else found a way to spot these ghosters early, or am I just unlucky with this crowd?
