Panel swap in El Paso nearly torched my helper, watch your meter tails

We were swapping out a 200 amp panel on a hot Tuesday in El Paso and I let my helper pull the meter tails without checking the disconnect had actually clicked off. He touched the lugs and I heard that snap, sparks flew about a foot and he dropped his screwdriver but walked away clean. How do you all verify the meter is truly dead before your crew starts yanking wires, because I sure as hell won't rely on the utility sticker again.
