My neighbor's leaf blowing contract has a clause about noise complaints
He wants me to sign an agreement that I won't complain about his leaf blower before 7 AM. The clause says I owe him a pie if I break it. Can he do that?

Honestly, that contract is total nonsense. Noise rules are set by the city, so you can't sign away your right to complain. He's just trying to scare you into putting up with his early morning noise. Don't sign anything, and if he bothers you, report it like normal. The pie thing is just silly and wouldn't hold up anyway.
