Client said she would pay me Friday, it is now 3 Fridays later and she sent me a photo of her cat instead
I do freelance design on the side and last month a lady in Portland hired me for a $400 logo, paid a $100 deposit, approved the final file, and then went quiet for 19 days before sending a picture of her cat with no text, so at what point do I just write off the $300 and stop feeling like a jerk for asking?

Did she actually say anything about the money in that message or was it just the cat pic with nothing else? I'm asking because those are two very different situations. If she's ignoring the bill completely then you send a firm invoice with a late fee and move on after that. But if she's at least hinting at something, you push a little harder before writing it off.
