Swapping the whole board sounds easy until you price one out for a unit that's 8 years old and nobody stocks it anymore. Half the time the replacement board costs more than a used unit on eBay, and now you're stuck with a paperweight either way. Recapping a supply is like 10 bucks in parts and an hour of your time, so unless it's some potted brick that's glued shut, fixing it wins on money every single time. The real reason people swap is fear, not logic, they just don't wanna poke around high voltage. That said, if it's a $20 brick in a cheap gadget, yeah toss it, but for anything decent the swap advice is just lazy.
