The noise-cancelling headphones that barely cancel anything

Bought a pair of $80 headphones off Amazon last month thinking they'd help me focus in my home office that faces a busy street. They didn't block out the garbage truck or my neighbor's leaf blower at all. Anyone else get tricked by good reviews on budget sound gear?
