My dad told me to always call before sending a late notice

He said a personal touch works better than an email, so I tried it with a client who owed $850 for over 60 days. I called, we had a nice chat, and he promised to pay by Friday. That was three weeks ago and I still haven't seen a dime. Now I'm stuck wondering if I just gave him more time to stall. Has calling first ever actually worked for anyone here?
