Solar panel install took 11 months because of one missing form

I signed up for a rooftop solar setup in March, figured maybe 2 months to get it done. The panels went up in June, no problem. Then the utility company said they needed a specific interconnection form from the city, and the city said the utility had to send it first. Turns out neither of them would start the paperwork. I called both of them about 15 times between June and October. Finally got a guy at the city who said the form had been sitting in a shared drive the whole time. It got approved in 2 days after that. Has anyone else dealt with this kind of back and forth where nobody wants to take the first step?

Hate that this happened to you but honestly it tracks with how everything works now. It's like nobody wants to own a problem until someone else goes first, so stuff just sits there forever. I see it with my taxes, with doctors sending referrals, with trying to get a store to honor a coupon. Everyone says "not my job" and points at the other guy. The system is basically built on folks hoping you give up if they stall long enough. Good on you for pushing through though, most people woulda just eaten the cost by month five.

Month five though? I would've lost my mind way before that and probably started mailing them glitter bombs or something.
